Since 2023, the Real Estate Market Supervision Department of the Ministry of Housing and Urban Rural Development has resolutely implemented the decisions and deployments of the Party Central Committee and the State Council, and made every effort to do a good job in all aspects of the real estate industry in accordance with the requirements of the Party group's deployment, increasing confidence, preventing risks, promoting transformation, and promoting the stable and healthy development of the real estate market. Led the research on real estate policies, collaborated with relevant departments to introduce policy tools such as "housing recognition without loan recognition", reduced down payment ratios and interest rates, continued implementation of personal income tax related to supporting residents to purchase housing, and reduced intermediary fees for buying and selling second-hand houses, guiding local governments to implement policies tailored to the city, one city, one policy, and precise measures to stabilize the market, which has played a positive role. We have solidly promoted the work of ensuring the delivery of buildings, with over 3 million units of special loan projects for 3.5 million guaranteed delivery buildings delivered, driving a year-on-year increase of 17.9% in the completed area of houses nationwide, stabilizing market expectations, and safeguarding the legitimate rights and interests of homebuyers. We organized the "Strengthening Property Management and Jointly Building Beautiful Homes" activity, and 3939 communities were selected as "Beautiful Homes".
In 2024, the Real Estate Market Supervision Department of the Ministry of Housing and Urban Rural Development will continue to adhere to the positioning that houses are for living, not for speculation, in accordance with the deployment of the National Conference on Housing and Urban Rural Development. It will adapt to the new situation of significant changes in the supply and demand relationship in the real estate market, stabilize the market, prevent risks, promote transformation, build a new model of real estate development, and promote high-quality development of real estate.
One is to stabilize the real estate market. Adhere to implementing policies tailored to the city, one city, one policy, and precision, support cities to adjust their real estate policies according to local conditions, and meet the demand for rigid and improved housing.
The second is to continue to do a good job in ensuring the delivery of buildings, people's livelihoods, and stability. Collaborate with relevant departments to timely study and solve the difficulties and problems encountered in the promotion of building guarantee work, implement the main responsibility of enterprises and the responsibility of urban areas, and ensure the completion of building guarantee tasks. At the same time, strengthen the supervision of pre-sale funds to prevent new delivery risks.
The third is to prudently handle the risks of real estate enterprises. Continue to cooperate with the financial management department, ensure the implementation of various financial support policies, meet the reasonable financing needs of real estate enterprises of different ownership equally, support real estate enterprises with temporarily tight funding chains to solve short-term cash flow problems, and promote their resumption of normal operations.
The fourth is to vigorously rectify the order of the real estate market. Rectify chaos in real estate development, transactions, intermediaries, and property management, strictly investigate and deal with various illegal and irregular behaviors, and effectively safeguard the legitimate rights and interests of the people.
The fifth is to focus on building a new model for real estate development. We will work together with relevant parties to promote the supply side structural reform of the housing sector, improve the housing supply system of "guarantee+market", establish a new mechanism for the linkage of "people, housing, land, and money" elements, improve the basic system of the entire life cycle of housing from development and construction to maintenance and use, implement the "three major projects" construction well, make efforts to build good houses, and lead development and meet demand with high-quality, new technology, and good services, Strive to ensure that everyone has a house to live in, a house to live in, and a good house for everyone.
