Datong Launches Shanxi's First Overseas Card Tax Payment Point

“在示范点，不用换汇，也不用找兑换点，拿着境外的银行卡直接就能缴税！”近日，在云冈国际机场海关缴税办理现场，一名海关工作人员介绍。

"At the demonstration site, there's no need to exchange currency or find a currency exchange counter—you can pay your taxes directly using an overseas bank card!" Recently, at the tax payment site of Yungang International Airport, a customs officer introduced the new service.

这得益于全省首个外卡行邮税直缴入库示范点启用。人民银行大同市分行联合大同海关、中国银行大同市分行打通行邮税支付“最后一公里”，标志着我市实现了行邮税缴纳“全流程无堵点”。

This achievement is thanks to the launch of Shanxi's first demonstration site enabling direct personal postal articles tax payment into the treasury via overseas bank cards. The Datong branch of the People's Bank of China (PBOC), together with Datong Customs and the Datong branch of Bank of China, has removed the "last mile" barrier in personal postal articles tax payment, marking a smooth, end-to-end tax payment process without any obstructions.

长期以来，外籍来华人员在入境缴纳行邮税时，常面临“支付难”的尴尬，现金携带不便、移动支付未绑定、银行卡无法识别。面对“无先例可循、无系统支撑”的双重困境，人行大同市分行国库部门发挥“牵头人”作用，联合大同海关、中行大同市分行组建攻坚团队，开启了一场跨部门的“破冰”行动。海关在前端优化征税流程，确保税额确认精准无误，中行在中端承担汇率折算与资金清算，并承诺“零手续费”，国库部门在后端重塑入库路径，指导银行规范填制缴款书，同时开辟绿色通道，实现行邮税“专人接收、实时入库”，通过流程梳理、方案落实、机具布放、业务测试，全省首个外卡行邮税直缴入库示范点完美落地。

For a long time, foreign visitors entering China faced difficulties paying personal postal articles taxes, such as inconvenience of carrying cash, unbound mobile payment apps, and unrecognized bank cards. Confronted with the dual challenges of "no precedents to follow and no system support," the treasury department of the PBOC Datong branch took the lead, forming a cross-departmental task force with Datong Customs and the Datong branch of Bank of China to tackle the issue. Customs optimized the taxation process at the front end to ensure accurate tax assessment, Bank of China handled currency conversion and fund settlement in the middle, offering "fee-free" service and the treasury department restructured the deposit process at the back end, guiding banks to correctly fill out payment slips while opening a green channel to ensure "dedicated receipt and real-time deposit" of personal postal articles tax. After process mapping, solution implementation, equipment deployment, and business testing, Shanxi's first demonstration site for direct personal postal articles tax payment into the treasury via overseas bank cards was successfully established.

该示范点允许外籍旅客直接使用Visa、MasterCard等境外银行卡，在海关终端刷卡缴纳税款。从“奔波数小时”到“几十秒”，从“繁琐换汇”到“刷卡即走”，这一变革不仅刷新了大同开放的“速度”，更让外籍旅客真正实现了“一部手机走天下，一张银行卡通全境”的无感通关体验。

The demonstration site allows foreign travelers to use overseas bank cards such as Visa and MasterCard directly to pay taxes at customs terminals. The process has been reduced from hours of errands to seconds, from complex exchange to swipe-and-go. This transformation not only enhances Datong's openness with greater efficiency but also gives foreign travelers a truly seamless customs clearance experience—"one smartphone for global travel, one bank card for tax payment nationwide."
